For those who have paid off their balances early( in full), did it change the due date for new charges to October 31st or new charges still due September 30th with September 30th effectively being change over for each months statements?

Only your September purchases will show due date of 31 October. Anything bought this month will still 30 September.

Paying your balance before your statement date can help you, but paying anytime between when your statement is issued (usually when usage is reported) and the due date makes no difference. Of course, this only matters if your utilization is high enough to have any effect.
