Talk to your bank. Sometimes they stop cards and accounts because of suspicious activity, and they need to talk to you about it. It's happened to me, and someone was trying to use my card number somewhere. It's really good that the banks are looking into these fraudsters. You'll get a new card in a couple of days, and they'll let you cash a cheque in the branch so you've got some money until it arrives.
I had this yesterday, couldn't purchase an app from my windows laptop through iTunes or from my iPod Touch. Had to wait until I got home and tried on my iMac and it worked.

My mom a while back (like at end of July) tried to gift me Navigon for my iphone. It would not accept her card. She called her bank, she called itunes (who weren't very helpful).
What was wierder is she could buy other things on itunes with her card, just not that. She eventually just had me buy it and reimbursed me.

Yes, there is a bug that Apple knows about. This week, a friend couldn't buy anything in itunes no matter what card he used. He ended up emailing Apple and received a reply acknowledging the bug. He got 5 complimentary song purchases for his troubles too.
