Would someone please explain the new charge of 25cents by PayPal? Is this a charge for any purchases made through PayPal? Or is it some special service?

If I have this correctly, when I transfer cash from my PayPal account to my checking account, normally it takes a couple of days to verify the transfer. If I want to speed this verification to within 30 minutes, I select the faster transfer service for 25 cent fee. This has no effect when purchasing items, using PayPal.
