From their FAQs on public betas:

What's the difference between this program and the Mac Developer Program?
The OS X Beta Program is a program to collect feedback about pre-release software. The Mac Developer Program is a program for developers to test and build applications for OS X. There is no guarantee that participants in the OS X Beta Program will be given access to the same updates of OS X that the Mac Developer Program receives. If you are a developer writing an app for OS X, you will benefit from the additional resources available through the Mac Developer Program.

Don't expect public betas to be updated as often as DPs. It is very likely public betas would only get 2-3 monthly or even bi-monthly updates while DPs get it every 2-3 weeks.

If the next DP is two week, we should expect it in the week of August 4.

For next public beta, I'd suspect the week of August 25th or Sept 22nd.

The last time Apple had a public beta of their whole operating system was way back at the dawn of OS X, a pre-release called Kodiak.

While developers had many updates, there was only ever one public beta. Oh, and it cost $30 too.

And the production release of OS X was $129 back then for a single user, as well. If you had bought the beta release, you got a $30 credit towards the final price - bringing the total cost of both beta and prod to the $129 price.

My how times have changed. :)

Sometimes a new beta can brake more things that the previous beta to fix some stuff, so, I think for the PB it will take more time for an update after previous testing of a Developer Beta.
