I'm getting an Airport Express and I need to get a wireless ethernet card for my (Windows XP) PC that works with it. Anyone have any experience with an inexpensive card that has decent speed and range?

Really any 802.11G card would be fine. Just make sure it's a proper 802.11G card and not some propriety standard like 54G because there are some companies out there who make 802.11B equipment (much slower but will still work) that only does the full 802.11G-equivilent speed with their own base stations (not the Express). Of course these will still work but won't be as fast.
