My Mac Pro 5.1 PCI fan is not blowing. I am trying to sort out whether the fan is dead or whether there is a different issue. I downloaded a fan controller app which has allowed me to modulate speeds on all of the other fans. The PCI fan shows zero RPM and I can not get it to run. I am running Big Sur and when I was initially setting up my computer it was crashing. I have traced it to the NVME drive overheating. I really need a solution to this or I am going to have to go back to the SATA SSD drive I have. Does anyone have any suggestions?

Got a buddy whose fan was simply defective, replacing is dead easy,

two Philips Screws on the bottom of the fan housing and pull.

If you have another 4.1/5.1 cross change it to clarify
