PDF editor (as Acrobat Pro "lite")

Friends,
I need an app that would:
- add pagination to PDFs, at a given place (left/right pages) and using proper font;
- add header or footer to selected pages (or page ranges)
- keep (render) all fonts and settings of PDF documents (I use heavily custom fonts and vector graphics)
- be as cheap as possible, I need just these options - pagination, footer/header
