Just got a new ipad mini 5. I noticed while using the pencil sections of the screen writing/drawing becomes rough feeling and lines are harder to place. A choppy/stuttering sensation, for lack of a better description.

I cannot see any obvious screen issues, no bumps, no unevenness, no scratches, and no film/stickiness. Anyone else have this happen? Does this resolve with use? Pencil tip appears new, no obvious issues with it, and most of the screen has nice 'glassy' flow. Doesn't appear to be much mention of this on the internet so not sure what to make of it.

Yeah its weird, its seems to be just the screen itself. I can feel it when I run the pencil over that screen area with the Ipad off.

Idk maybe I will try screen protector. Maybe I will send it back, such a pain.

This is actually a normal “issue”. I couldn’t use my IPad Pro with the pencil for the same reason, parts of the screen feel smooth and then get rough where the pencil has trouble gliding. A simple search brings many posts regarding this. Apparently the screen starts to feel better after repeated use, or do what I did and install a glass screen protector to provide a smooth surface on which the pencil glides easily as well as removes worry of scratching the screen.

You can try replacing the tip of the Pencil and if it does not works then You will have to get your pencil repaired/replaced from the apple service centre.
