For the lif of me I cant percentage to work I ve installed re-installed and it wont work am I doing something wrong here I see it working for others. I have 4s and 7.0.4 any help......

are you trying to enable it via settings -> general -> usage -> battery percentage -> on?
Im sorry I meant just Percentage tweak where it will only show percentage when it gets to 20 percent....It wont work.
