I’m running macOS Sonoma. I access a site for work that needs to see my actual IP address. Because I use iCloud Private Relay, I can’t access that site until I long-press Safari’s reload button and select “Reload and Show IP Address”. It’s inconvenient to do that each time I access the site. Is there a way to permanently allow a specific site to see my IP address?

Not at the moment. The only way mentioned by Apple
"If a website doesn't work with Private Relay
Mac: In Safari, choose View > Reload and Show IP Address."
