Permission issues on 10.11.2

Hi, I'm having issues with permissions in the above OS. So far I have only noticed it occurring with image files mainly because that is the file type that I generally use. Randomly I will select all of the images in a folder and hit "Command O" to open them in preview and I get a message that says that I cannot open them because I do not have permission. When I check the file in the "Get Info" tab, I do have all of the relevant permissions that should allow me to do what I want. When I restart the Mac I try and do exactly the same and it opens all of the image files, no problem. Then a few folders later I will get the same message. So restart and again I can open them...

I have already tried one permission fixing solution the other day using the terminal and it seemed to work, but just now I am getting the same issue.

What is going on? I notice that Apple have messed around with the way permissions work in the OS lately and I'm wondering if this meddling has screwed it up some how. Never had an issue like this before...

Any ideas?

Similar problems with my time machine! Sometimes it says that I have no rights sometimes it just leaves me open the files..

Are you root user? Try to chmod the files.

To be honest I'm not proficient enough to go deep into the system and start tinkering with things. It is my work Mac and if I screw it up I stop earning money instantly.

Altering the way the new SIP system works is not something that I want or should need to do. For some reason either the OS or preview is behaving this way all of a sudden and I would rather find out the reason why it is wrongly behaving like this than implement a workaround that will essentially alter the way something like SIP should be working. It's just an annoying glitch which really shouldn't be occurring when taking into consideration that I do actually have the relevant permissions assigned to my user account and when checking each file I do have the relevant permissions to view the files. It's just that the OS or Preview think that I do not... It just seems completely random...
