I had to re-add my Outlook email account using the iOS Mail app and before that, a page was shown from the attached image.

But now, that permissions page did not come up. But before it did when setting up my Outlook account for the very first time.

The steps to add my Outlook account was to open up the iOS Mail app and from the email provider lists, I selected Outlook.com. Then, I had to enter my email and then my password. Then after that, the iOS permissions page during setup came up as shown from the image.

However, I did the Outlook account setup again using the iOS Mail app, but this time no permissions page. It went straight to the Save/Add account and that was it.

Why is this?

Outlook shows that when you setup your account on a brand new machine and when it detects significant software and/or hardware changes. Don’t need to worry if that window doesn’t show up if you just re-add your outlook account on the same device running the same software.
 
The setup I was referring to is very similar from this video. I just don’t receive that permissions page after adding my Outlook email account after the second time. But I do remember it coming up when adding the Outlook account for the first time.

Is that normal?

The permissions page shown comes up at the 1:00 mark from the video.
