I'll try to keep it brief: iCloud Drive on my 13" Retina MacBook Pro running 10.11.3 won't sync. As seen in the image provided, the "pie" loading indicator has been stuck in that little sliver of a position for WEEKS. I only have about 500mb of files in there.
Steps I've taken to try to correct the issue:
1. Reboot machine.
2. Turn off (uncheck) iCloud Drive in System Preferences > iCloud. Opted to delete all local files, and then re-enabled the feature. Exact same issue, with the loading indicator in the Finder sidebar stuck in the same place, except now all my files are in the cloud, stuck "Downloading...", so I can't even retrieve them now!
3. Complete step 2 with a reboot in between signing out and deleting all files and signing back in.
Any suggestions of what I can do? I really want to avoid signing out of iCloud completely and then back in because having to re-enable iCloud Photo library syncing will be a pain.
If you don't have an answer, do you think there's a way Apple could/would help?
