Phantom Hotspot?

I've noticed that I've got a personal hotspot option for my iPhone even when it's fully turned off (slide to power off and all). I've also noticed that I can't use this personal hotspot even when the iphone is fully powered on/connected and should be able to provide a hotspot.

What's going on?

From what I understand, personal hotspots in iOS 13 are always on now.. it just isn't always active until something connects to it.

From what I understand, personal hotspots in iOS 13 are always on now.. it just isn't always active until something connects to it.

In that case, I guess I have to ask why it never once works, even with the iPhone plugged into the machine.
