There are 2 photos on my iPhone that seem to be stuck in a permanent state of limbo.

These photos were taken in 2017 on a previous iPhone. Most likely they were deleted shortly after they were taken, but in any case I deleted all of my photos and verified that the photo library was empty before doing the data transfer to my current iPhone. The photos don't show up in the Photos app or anywhere else within iOS that I looked in, but they do show up when connecting the iPhone to a PC via Lightning cable.

Since the iPhone connects to a PC in read-only mode, I can't delete the photos from there. How can I get rid of these phantom photos once and for all?

I think those are synced photos from your computer. Check photo syncing tab to make sure syncing is off

It's unchecked, but just to make sure, I tried connecting my iPhone to my work laptop which doesn't have iTunes installed. Sadly, the phantom photos are showing up over there too :(
