Nope. They are windows based. There was a whole thread about handwriting recognition a while ago though. I would be nice if they made an app for iPad, but since each app works individually, it would be interesting how they'd make it work across all apps like it does on a windows mobile device.

Another option to consider is evernote. There are several cheaper options for handwritten notes for the iPad - ie Penultimate, etc - even some free options - you can export those notes to Evernote - and evernote does a great job with handwriting recognition, and it's searchable across all of your notes
