really frustrating to see that if a new phone call comes in, it takes up the entire screen. If I’m in a game, watching a video, reading an article and a phone call comes in, it should NOT take up the entire display. Is submitting feedback even worth it or at this point has Apple just decided that’s the best way to go?

Seems like that's what Apple has decided long ago--a phone call is a (if not the) primary feature of the iPhone, thus it basically takes precedence over everything else. In a sense they introduced DND to assist with various situations when people might not want to be disturbed. That said, I certainly wouldn't be against having similar type of "banner" notification option for phone calls.
