Just to give some background info, the SE is not mine, it's my brothers phone. About half a month ago it shut down on its own and displayed the throttle message. He's kept it in the throttled state since then. Yesterday while he was working, the phone dialed 911 on its own, and when he got to the phone it was in emergency SOS mode. It also took a bunch of screenshots on its own, the home button spasming out probably activated SOS.

Today it did the button thing again, taking screenshots on its own. The phone isn't being stressed by anything, and it hasn't had water damage as far as he knows. He's really worried that his phone is no good, he's waiting to see if it does more stuff. Just thought I'd ask here to try and get some more opinions on this, since I don't know a whole lot about these things.

Upon a bit of research, the phone isn't exactly dialing on its own. It calling 911 is just a byproduct of the emergency mode. My bad on that

In order to take a screenshot, the power button and the home button need to be pressed at the same time. Sounds like you might have some liquid damage on your hands.
