phone has 1628 photos(0 videos), but somehow iCloud shows 47gb of storage used for photos

I downloaded all the photos to my computer. Out of the 1628 photos, none are bigger than 5mb in size. In fact, the entire folder containing 1628 photos was only about 6gb in size.

Why is iCloud showing 47gb used for photos???

Short of wiping out all the photos stored on my iCloud acct to reset it, is there anything else I can do?

1628 photos using about 6GB sounds about right. I have 2816 photos using 8.4GB and there's a few short video clips included too. I don't use iCloud Photos.

iCloud Photos stores the original big file on the server and the local file on the iPhone is a smaller more compressed image.
