So I upgraded my wifes phones iOS to 9 at the same time I did mine.

The weird thing is hers is giving her suggestions and such and information mine doesn't. Like if we are out, her phone will tell her how long it would take to get home from there OR if she's in a shopping center it will suggest somewhere to eat around there.

Any clue why hers would do this and not mine?

You should check whether you have the Siri suggestion on in the settings. Also check if you allow location tracking under the system service in privacy settings.

safari suggestions? spotlight suggestions? traffic conditions in widget settings? suggested/installed apps? siri suggestions?

check all those & turn on whats wanted. location based alerts & safari & spotlight suggestions must be on in system services too

OP did you start getting suggestions? I'm in the same boat. All settings seem on and Siri hasn't offered any suggestions to me. iPhone 6 Plus here.

One thing I don't understand also, is the phone are supposed to play music automaticaly when you plug headphones? Because the screen turn on when I do, but I never see any suggestion or music playing at all. I don't see where are all the proactive things apple said. All it does is showing apps I use the most.

It's not meant to play music automatically when you plug headphones/earphones in, it's meant to show a little music icon in the bottom left of the lock screen. You can swipe that up to go straight into the Music app. Just like how you can swipe up on the camera icon on the other side of the screen to get into the Camera app.

How new is your phone? If not new, did you recently reset all settings? The suggestions rely on having enough locations in your Frequent Locations (found under Privacy> Location Services). If you just reset your phone, you may have wiped all your locations out. It seems to be taking at least several days to even 2 weeks to get going from scratch again.

It seems to take about a week for things to really start popping up. Taking today (Friday) as an example. If it has data from last Friday, it will suggest things this Friday based on what you used/did last Friday.

My iPhone 5 was doing things like commute time to work and such. I have a launch 6S+ and I got bupkis.

That's interesting...I'm going to have to watch for those day specific things. Now that you mention it, I had one pop up yesterday and I couldn't figure out why it was telling me the travel time to this particular location.
