Phone will not make any form of calls

My phone started acting strange.. i can send and receive text and all forms of app chats but any form of app call is not working, facetime, messenger, whats app, signal or any other.
Sometimes it takes the call but no sound even on speaker on me or other caller other times it cuts off before call is made ?
it was there even before the recent update which i did yesterday. I have tried turning on and off, mobile data, different facetime, imessage stuff, in and off phone. And yes even the update with no luck.
Last resort would be phone reset but i try to avoid that having 250gb of photos on my phone

Unfortunately, I think you will have to try resetting your phone.

Reset network settings if you haven’t already. Take SIM card out and reinsert. Try sim card from another phone.

I may have misread the original post, but for some reason had assumed that they had already tried those steps.

I have tried those steps.. even with no simcard it will not make calls on wifi with any app... it will make the call but none can hear each other and then it just cuts off it will write call did not succeed.
texts and chats and internet works fine

Any chance you're using a VPN, or have an un-used VPN profile installed? Settings > General > VPN - even if it says, "Not connected" tap on VPN to see if there's an old installation and delete it.

Also, check Settings > Privacy > Microphone and Settings > Privacy > Camera - third-party apps need your permission to access those. If those apps are ON, try toggling those settings OFF/ON for the affected apps.

Sounds to me like you’ve exhausted all options. I’d find a way to save all those photos and then reset to factory. If that doesn’t fix the issue then you have a hardware problem.
