Yup. The "improvements" in Photo Management appear to have been designed by interns at Apple. And not the best interns by any means. Nope, there is still no way to prevent the Camera Roll from growing to gargantuan dimensions. Yes, it's all infuriating.
But now that I can create an album on my iPad (Yippee!) rather than managing it all completely on my PC, I have a question.
Here I was trying to see just what I can do to move photos out of the Camera Roll to another album. And yes, I found I couldn't do it. So now I simply want to eliminate the test album I created for test purposes.
IS THERE ANY WAY TO DELETE AN EMPTY ALBUM????
I'm not asking for much. I know that the Camera Roll is some sort of sacred site that can never be touched unless I want to eliminate each and every photo (and every other image that various apps stick in there.) I'm willing to accept that. But can I not get rid of the d**n albums I've created once I've eliminated the photos from them?
I'm expecting the answer to be that I now have to go back to iTunes and and my PC (or the cloud) and manage it all from there. But I still harbor a forlorn hope that it's my stupidity and not that of the almighty Apple Corporation that has led to this ridiculous situation.

... IMO this works fine, though if you have a huge camera roll (my wife has 1100 photos) it gets a little frustrating scrolling through a ton of photos to find what you want if it isn't in a folder already.
My nomination for understatement of the week, especially in view of the fact that many apps stick images in the "Camera Roll" whether they're photos or not.

Man, this is sooooo frustrating. Sometimes I have to wonder what the heck the designers are thinking when they make something stupid like this. Would it have been so hard to also have a "move" selection rather than "add"?

Long live the supremacy of the "Camera Roll." It may not be a "roll." It may contain many images that have nothing to do with a "camera." But it will never ever be subject to the management desires of a mere user. It is supreme.
