I've been using Peeps all this time but after I got iPhone 4 and iOS 4 it seems like Peeps is no longer a decent app anymore given how pixelated the pictures are and how slow it loads (does not support multitasking)

Is there any other app on the app store that allows you the same functionality as Peeps? Where I can browse my contacts based on their photos?

If you just need photos on the contact list you may try my app ABContacts but it doesn't have (yet :p ) all the features of Peeps regarding photos.

But I replied also to tell that iOS4 has a bug handling contact's photos. When an app requests a photo to the iPhone firmware, now the photo is returned "as original", i.e. not squared and not zoomed. This may be the cause of Peeps being slow.
It has been corrected in 4.1 that is currently in beta.
All apps that uses address book photos are affected.
