Photo edit app

Hey guys
What's the best photo editing app for iphone and iPad either universal or one for each.

I'm looking for an app, that I can add text and resize, add layers like in photoshop.

Thanks, plus they can be free or paid no preference

I'd look to photoshop touch, photoshop express or iPhoto.
