Photo folder not syncing

I have one folder that just won’t sync from my photos on the Mac to my iPad. I’ve renamed it, deleted and refreshed it. I need some help please.

Is it an album in Photos or is it a folder in the Finder? What happens if you create the same one again and copy the images into the new one? Did that one sync then?

It’s a folder in my iTunes sync folder. I’ve recreated the folder and copied the images over, still won’t sync.
