Photo Management Help/Advice Needed

Hello, I am looking for advice on how to go about this, I am trying to help someone with this, here is the situation and what he is trying to do.

- Has photos on a very old Photoshop Elements in a catalog form on a Windows 8 PC.
- Has photos on his apple iPhone/Photos app backing up to iCloud
- Wants to move all the photos on his Photoshop Elements catalog to a new solution tagged with location, these photos were taken with a Canon and has no GPS in it.
- Wants to be able to see ALL these photos both the ones from PSE catalog and photos app/iCloud on his Apple TV and be able to see them grouped by location (i dont see Places an option on the photos app on the Apple TV)
- Going forward new photos will go directly from being taken on his iPhone or a Canon Camera (with no GPS on it)

Can someone review all this and let me know what you would do in this situation?

yeah, going forward it can be a Mac, iPhone, iPad being used. looking for the right recommendations
