Photo privacy - why not restricted to album?

To me the privacy option for photos seems pointless unless you can restrict it to a particular album.

For example I have an Ebay album, why can I not just select the album. This would mean any photos inside that album would be accessible but nothing outside.

Anyone else agree?

Why is what's introduced with iOS 14 pointless given that it seems that you can restrict things to particular photos?
