Good morning I found the problem with photos. Normaly photo looks blury, but then you a little bit zoom in and the zoom out to normal, photo quality change to realy good without blur, then swipe to the next photo and back to previous and the problem the same..
 
Are your images in the cloud instead of on the device? If so, it takes a second to load them up the first time.
 
I have the same problem. I am not using icloud photo library. I am keeping it on my phone. But then you are swipping between photos it have a blurry efect, and once you zoom in and zoom out to normal, the picture quality change imediatly to good one. It is very annoying to do this every time, if you want to see high quality pictures.

Does this require you zooming in and out? Will it just remain blurry if you dont do anything?

I would image they are using some form of compression so you can swipe at the bottom 100+ photos in a second but I would have thought they would "pop in" without user interaction.
