This issue is with my friends phone. Essentially, husband and wife share an iTunes and iCloud account. Wife's phones was dropped in water and won't turn on. Photo Stream is turned on, on the husband's phone. 99% sure Photo Stream was on the Wife's phone.
Husband's phone, we go into the Photos app > Photo Stream and his wife's images are not there. Also oddly, there are 1,000 pictures, BUT there are images over 30 days old, which there shouldn't be. He confirms none of the images are from his wife's phone.
We also login to iCloud through Windows and there aren't any photos uploaded to download, even the husbands!
Is there something I'm missing? Does sharing iCloud accounts somehow mess up Photo Stream? I really don't know why his wife's images aren't there, but also, why the husbands phone doesn't have any images through Windows, coupled with images older than 30 days.
