Photo Stream is off, but it's still taking 200mbs?

Hey. I have an odd problem, which was also evident in iOS 9. I have all my photo options in Settings turned off, yet I am still seeing that Photo Stream is using 200mbs. Confused! Please assist.

I also have this issue but with Mail. I never found out how to get rid of it

I had this issue way back in iOS 6 and I only managed to resolve it by restoring.
