Photo Stream Not Updating

I can't get the photos iTake on my iPhone 8+ to sync over to my Photos on my Mac Mini.
I'm signed into iCloud on both devices, and I've got Photo Stream checked. This used to work. Note that I haven't checked Photo Library, because I don't want to upload all of my photos to the cloud. But I assume that shouldn't make a difference. I've tried signing out and back into iCloud.

Any thoughts?

So, my photo stream works between my iPhone and iPad. I just can't get it to update on my Mac Mini.
