On my new device the suggestions on the Search tab of Photos are totally blank. Is there any way to restore these? Is this normal? Everything is down downloading from iCloud.

It says right in your screenshot... "Connect your iPhone to power overnight to continue scanning." ;)

They may be downloaded as you say, but it hasn't gone through to analyze them all yet. If you didn't restore from a backup, it has to do this all over again.

How long have you had the new phone, and have you plugged it in each night for it to do its business?

Thanks! I just activated it last night. This isn’t because I restored from an iCloud backup instead of transferring from the previous device? And maybe a silly question but does time of day matter? If I charge it now will it continue the process?
