If I understand the Photos app and its albums correctly, photographs placed in an album are sort of copies. If I were to delete a photo that is in an album, it would still be in the all photos section from whence it came.

Over time I have a bunch of photographs in Photos that I have not annotated. Was thinking that it might be easier to corral them if I created a "Not Annotated Album", moved them there, and then annotated them. Some I would probably wish to delete. But if the ones I moved to that album were "copies", then I would not really be ridding myself of them by deleting what remained in that album when I was finished.

Rather than having to dig back through the entire library to find those I wish to delete, is there another way?
 
Photos in albums aren't copies. You can have a photo in multiple albums, but they're all the exact same photo; they just show up in different places. If you were to edit a photo in one album, the edited photo would show in all the other albums it's in (and in the library / all photos section).

When a photo is in an album, you can either remove it from the album or delete it from your library.
  • To remove photos from an album:
    • Delete key on keyboard
    • Right-click -> Remove Photo from Album
    • Image -> Remove Photo from Album
  • To delete photos (while viewing them in an album):
    • Command-Delete key on keyboard
    • Right-click -> Delete Photo
    • Image -> Delete Photo
So yes, you are on the right track with creating a "Not Annotated Album". Once you annotate a photo, remove it from the album. Or if you don't want the photo at all, then delete the photo.
