if I turn off iCloud library on all my devices ( Mac, iPhone and iPad)

then turn it back on will it override the library and reupload all my photos and videos, or will it just continue as normal and upload any missing media?

i don't think turning off icloud photos on all your devices will erase the cloud backup. If you turn off and then back on, things just go back to the way it was. all it does is stop that device from accessing your cloud photos and adding to it. No reuploading and continue adding new files. If you want to start from scratch, you need to delete the icloud backup from your icloud storage management.

do you mean I go on my iPhone, under iCloud and photos then delete it where it gives me the warning that have 30 days to save my photos?
