Photos app and Adobe Photoshop

Hi - I have been importing Adobe Photoshop files (with layers) into my Photos app on my (Mojave 10.14.5) MacBook Pro and just noticed that they have not retained their layers. Once imported, I try opening with Photoshop, have tried dragging them out of the Photos app, but nothing gives me back my layers.

This is a relatively new development as I have been able to retain layers in my Mac Photo app in the past.

Needless to say, I am horrified because I need to access the layers, which is why I've saved the images as PSDs in the first place.

Can someone tell me how to import PSDs into Photos and retain the layers?
