When I now export HEIC picture on my Intel Macbook running Monterey to JEPG or TIIFF, I get strange green bands in the lower half of the image. I attach a sample export at the bottom of this post.

What can I do about this? Is this a Monterey thing? Or a Intel Mac thing? Can I use another tool to export images as TIFF from the Photos app?

You could try to use an Automator "Quick Action". There is a workflow for "Change Type of Images". It'll add it to Finder, and it'll do batch. I use it all the time for those pesky HEIC files.
