Is there any way, when deleting photos from Photos app to delete them permanently at once, without sending them to “Recently Deleted” and then deleting them again?

I'm not aware of any shortcut to do this. However, Shift+Command+Delete will empty the "Recently Deleted" folder which may be helpful. Unfortunately, on Ventura, this only works if the Recently Deleted folder has been unlocked (it's password protected by default).
