In order to have a fresh start, I deleted intentionally, all photos and recently deleted and albums from the Photos app. and nothing can be seen in the app (no items). However the "Photos Library.photoslibrary" package shows >800MB.
The plan is to start import again all my photos in the Photos library (w/o copy to the library).
I would like to import again but be sure that there is no "leftovers". I would expect to see a "maiden" library with a much smaller size.
1. How can I make sure there are no leftovers in the existing library?
2. Can I do this w/o reinstalling macOS and the Photos app along with it?
3. If I delete the "Photos Library.photoslibrary" is the app going to create a new one? (can I even delete it? I mean, is deletable?)

You should be able to delete the library and then hold the Option key while opening the app, which will let you make a new library. If it doesn't let you delete the library you might need to make a new library first.
 
Cruisin, Thank you for the advice.
It let me delete the library. Starting then the app with Option key it created a new library. It is about 2.1Mb size.
