This happened to me today. Toggling iCloud Photos didn’t help, so I’m just restoring the phone instead as we speak.
 
Uh oh, I disabled my iCloud Photos because I was running out of iCloud space. Hope this doesn’t happen to me.
 

I too had all my photos, albums and memories disappear after system freeze and hard reboot.
Also I turned off my iCloud photos due to lack of space.

Really don’t want to / haven’t bothered restoring my phone as I don’t want to lose what I currently have on my phone. I decided it’s fine as I can use moments and it’s in order so goodbye camera roll :(
 
Last week my iPad stopped syncing. It kept trying to upload photos that were already on iCloud. Nothing disappeared though. Had to do a system reset and reload from backup. Last night my 6s photos went berserk and disappeared while updating library. A little over 300 out of 5000 came back but then they too were stuck trying to upload to iCloud. Had to restore from backup and sync. All seems fine now.
