Photos app not downloading originals from icloud iOS 18.01

My wifes iPhone was set to optimized storage for photos app. She recorded a video at 1080. I switched her setting to download originals from icloud earlier today. The phone has been connected to power. She sent me the video, 720x1280 and only 12mbs. Her phone is not downloading originals. The photo storage is staying the same. The phone has 128gb which should be enough. Been over 8 hours.

Sounds like it was sent to a “shared album” which would downsize the video to 720p.

Shared Album limits - Apple Support

Shared Albums don't count against your iCloud Storage, but there are limits to the number of photos, albums, and invites that you can share.
