All Devices Photos app shares a link to file on iCloud instead of file itself

Hello!
Does anybody know the setting that controls whether iOS sends a link versus the actual file when sharing a Photo over Messages? My wife has this issue where she just wants to send a bunch of photos in the Messages app itself and it comes through like this:

It used to be that it would just send the files but I suspect she enabled something that she doesn't know she enabled. Thoughts?

You can change how the photos are shared by tapping on ”options” after hitting the share button. There you will be able to select “individual items” instead of automatic (which defaults to iCloud link when sharing multiple photos).
