I've been on the public beta since version 4. Photos was scanning my library just fine at first but then stop about 3/4ths of the way through my library. Whenever I view the people album it says to lock the iPad and connect to power to finish scanning.

Is anyone else seeing this? Any work around? I've hard reset and kept up with all new beta releases.

Same, I have 18000 photos using iCloud Photo Library and it says I have a total of 9 people in them, absolute rubbish.

Where can I check how many photos are processed?

You can go to albums in Photos and tap on the people album. It'll tell you if it's not finished scanning.

This seems to have been resolved for me with the GM release.
