I am unable to create a shared album on macOS (Ventura) or iOS (16) and set it to "Public". On macOS, clicking on the "People" button brings up the menu showing "Subscribers Can Post", "Public Website", and "Notifications". I don't really want to use subscribers at all, or notifications, i just want to use Public and get the URL. on macOS I can click Public, but it never generates a URL and the option does not stay selected if i dismiss this menu. on iOS when I turn on Public Website, it shows "Public…" with a spinning progress circle that never stops and never provides a URL either. on iCloud.com, there is nothing anywhere even indicating Shared Albums exist, regardless of whether or not they have been shared.
Does anyone have any clue what is happening?
P.S. if I go to iCloud.com > Photos, I can simply select whichever photos I wanted to make a shared album with, click the "Share" button, and pick either "Email Link" or "Copy Link" and after a momentary delay, I will get a URL which, when you go to it in a new window, wil display the photos in question. But these show up under "iCloud Links" NOT "Shared Albums" and there aren't any other settings for subscribers or notifications and the page it displays looks nothing like the page from an actual Shared Album.
