Photos Cleanup won't download?

Just tried "Cleanup" for the first time in 18.2b3 and discovered that it says "downloading clean up" with zero progress on the progress bar forever. I have tried force closing and rebooting. Still won't download. It downloaded and worked fine on 18.2b2 and lower.

Anyone else?

I am having the same issue on iPhone 16+ - iOS 18.2ß3 - worked fine in earlier betas. I tried turning off Apple Intelligence, and turning it back on, I have shut down and rebooted a few times, but no magic fixed. Patiently waiting and hoping a fix in ß4.

Yes. I have even tried multiple wi-fi networks and put the phone in airplane mode.
