For some reason, most of my photos are gone yet the album names (containers) still exist. Where I once had thousands I now have just over 60 . Just to confirm my settings, it's an iPhone 8 Plus with iOS 11.3.3 and the iCloud settings are on with the following:
iCloud Photo Library (on)
Optimize iPhone Storage (checked)
Download and keep originals (unchecked)
Upload to my Photo Stream (on)
Upload Burst Photos (off)
iCloud Photo Sharing (on)

Also, when I login to icloud.com it shows the same limited amount of photos, the file size of the storage (just around 200MB) seems to reflect this as well . It's as if they just disappeared for no apparent reason, I must be missing something.
 
Yes, to be exact I have 32.6 GB of 64 GB used. Photos is currently taking up 684 MB of that (it didn't delete them all, just most). I have plenty of space now and did prior to the update to 11.3 when this all happened.
