Photos download question

hi all
I'm using iCloud for my photos and have them syncing across my iPad and iPhone. They are downloaded to my Mac, but just Optimised on iPhone and iPad. I have 11,000 pics 'up there'. My question is theirs, if I view all 11,000 images on my iPhone, and they download for viewing, do they remain downloaded? Or do they revert back to optimised versions at some point? My own experiences are inconclusive.

Only a certain amount of those are kept on the device, if optimized is selected.
Good luck in viewing 11,000 photos by the way
