I’m trying to have the same set of images for each person in the People section in Photos across my Mac, iPhone and iPad. I know this is supposed to work via iCloud, but it’s not 100% consistent.

When I change the person in a photo (from an unnamed one to one that is already named), sometimes it will show up on my other devices, and sometimes not.

Is there a way to force a sync or otherwise ensure that all devices have the same amount of people with the same photos for each person?
 
I only just found your question. I'm afraid that the syncing of people is pretty magic. I have never gotten consistent results. I have photos where my iPhone knows the people, but my MacBook only shows unnamed. I have this across more than 1000 photos out of my library. Like you, I haven't been able to find answers.
