Hey guys, I currently have Big Sur installed, but when I tried to downgrade to Catalina I couldn't transfer my Photos library. I get an error saying The library is from a newer version of Photos. How can I downgrade to an older version of MacOS while keeping my Photos library?
 
export the BigSur (if they are in time machine) to your computer using iCloud (if they were stored on iCloud).
hopefully im not being captain obvious, if this wont work- search for a different version of "Photos" on catalina
i had to import Mojave photos to Mountain lion just this saturday as jpgs and that is what i did
 
Open Photos.app in big sur, File -> Export... -> Export Unmodified Original... -> Export, then reimport all of the exported images in catalina's Photos.app
