Hello there

I have a question from my gf because I don’t know the answer I was wondering if you could help me.

She had 4000 pictures. Now only 1220. In the meantime she disabled the iCloud storage at 50 GB and the phone can’t be backed up.

So, I told her to enable again the iCloud storage at 50 GB.

But there still 1220 pictures and not 5000.

I suspect the pictures were saved in iCloud but got deleted. Is it possible to retrieve them?

Is this normal when you disable iCloud your pictures will be deleted?

My gf found her pictures on her iPad Air. We want to transfer them by iCloud on the iPhone. Is it the right way by turning the option on in Settings>iCloud>Photos>iCloud Photos?
 
Technically, you're not transferring them, but enabling iCloud Photos on her phone will make them available to view and edit. There's an iCloud Photos option to Download Originals to her phone. Just make sure she has enough phone storage to do that.

Also to your original question about what happens when you disable iCloud Photos on all devices, they're still available for 30 days via iCloud.com and can be downloaded from there. This is described in the link posted above.
 
Another thing you may want to figure out is a way to backup her photo library so this won't be a problem again in the future. If iCloud Photos is enabled, the photos are not included in an iCloud Backup. If iCloud Photos is disabled, then Photos stored on her phone or iPad are included in an iCloud Backup.

If she has a Mac available, she could download (or sync via the Finder) all of the photos and then back up via Time Machine or third-party utility to an external drive.

Honestly, I would use iMazing or something equivalent to directly extract the photos from the iPad Air. Getting the iCloud settings wrong would mean the iPad could somehow lose all her photos.
