Im trying to move my photos library from an old external drive to a new one, but i keep getting an error 35 that it can't read or write the photos library.

So instead i tried to setup the new drive using that old one as an image, but that fails too. (my timemachine drive just failed, with is the reason for new drives)

So im thinking there must be something wrong with the old drive, and disc tools can't repair it.

Now my question is, is it possible since i have all my pictures i include, to create a new library and redownload all the pictures once more? or is anyone having an idea of what to do to fix the problems?
 
If you have iCloud Photos turned on, you can just create a new library, mark it as the "system" library (so it can sync - see Photos.app > Preferences > General) and enable iCloud Photos. It will probably take a while, but it will download them all again, either thumbnails or full sizes, depending on whether you choose "Download Originals" or "Optimise Storage"

just followed your guide, and it’s now downloading everything, and so far it looks like everything is there.
